Using GIANTS' editor to create and distribute mods is fine. As soon as you place a pay wall in front of them, it is breaking TOS. GIANTS allow modders to use their editor free of charge with the intentions that you let players use mods for free. That's the community dialect. There's nothing stopping you from adding an optional donation like all other modders do. But as soon as you make the content unavailable until a payment is made is what GIANTS will not like
