The cable cannot be moved up or down; control is limited to the mouse, while the keyboard and joystick have no effect. The original author's version shares this same issue. I have verified the test environment—which contains only the official DLC and your mod—and confirmed that the keyboard and joystick control settings are correct.
@husky0914 Hey friend, I can use the xbox/joystick to raise and lower the cable; it would be settings 3 and 4 in the crane control settings. I just checked it right now.
